Skate Ontario would like to provide the following information with regards to running day camps. We have new Return to Play protocols annotated to reflect day camp guidelines. We hope this will be helpful if you are running a day camp that includes skating.
Step 1 of the Ontario Roadmap to Reopen starts June 11. The Step 1 rules are found at O. Reg. 82/20: RULES FOR AREAS IN SHUTDOWN ZONE AND AT STEP 1 (ontario.ca).
The Step 1 rules contain wording that says that a facility can open if it is open solely for the purpose of providing space for a day camp for children that is operated in a manner consistent with the “COVID-19 Safety Guidelines for: Day Camps” which was issued by the Ministry of Health on May 26, 2021.
Skate Ontario notes the following basic information regarding operating Day Camps; this is not intended to be either comprehensive information about day camps, or legal advice.
The Guidelines state: “Day camp programs must … comply with applicable setting/activity-specific requirements set out in the regulations made under the [Reopening Ontario (A Flexible Response to COVID-19) Act, 2020, S.O. 2020, c. 17 and its Regulations], including requirements relating to indoor and outdoor sports/recreational activities.”
The Guidelines state: “In the event of any conflict between this guidance document and any legislation or orders or directives issued by the Minister of Health or the Chief Medical Officer of Health (CMOH), the legislation, order, or directive prevails.”
As well, Government announcements or interpretations of the Guidelines or the Step 1 rules could be made public at any time so it is important for you to stay current.
As with any activity, it may be prudent to check with your local Public Health Unit and municipality. The Guidelines state: “Employer must comply with municipal by-laws, by-law officers, and section 22 orders (under the Health Protection and Promotion Act issued by local medical officers of health), as well as any applicable public health advice, recommendations, and instructions of the local medical officer of health.”
Other Step 1 Updates
Effective June 11, 2021 skaters who qualify for the High-Performance Exemption can operate on sessions with up to 18 skaters. Coaches can be in addition to this number.
In Step 1 of the Ontario Roadmap to Reopen, off ice training activities are available outdoors with up to 10 skaters. Coaching staff is in addition to this number. Participants and coaching staff are to maintain 3m physical distancing at all times.
